The Arkansas Teacher Retirement System (TRS) allocated a total of $140M to funds in private equity and infrastructure, and is looking to transition from Kennedy Capital Management’s small cap strategy to its small-mid cap value strategy, according to materials related to its February 3 board meeting.
The board approved a $40M additional commitment to middle-market buyout Franklin Park Corporate Finance Access Fund III and $100M to Strategic Partners Infrastructure IV. According to Dakota data, Arkansas TRS allocated the same amount to Fund III in 2024 and had previously invested in both its first and second iterations.
After reviewing its U.S. equity portfolio with general consultant Aon, Arkansas TRS is considering transitioning from Kennedy Capital Management’s Extended Market Small Cap Strategy to its Small-Mid Cap Value Strategy. Aon recommended this shift to rebalance the pension’s U.S. equity portfolio. The Kennedy SMID Cap Value Strategy will be benchmarked against the Russell 2500 Value Index.
As of yearend 2024, Arkansas TRS manages approximately $22.7B in total plan assets, with equity accounting for nearly half of the portfolio, private equity at 12.8%, and real assets at 12.12%.
